Dreamweaver CS4 error

On both Windows XP, IBM8187-F40 and Windows 7 – 32 bit, Dell OptiPlex GX280, 2Gb RAM Intel 82915G/GC/910GL video, I’m getting the error message:

“Could not locate the Resources file in the Configuration folder. This file is required to run Dreamweaver. Please reinstall the application.” when attempting to run Dreamweaver after installation.

It seems that UltraDev 4 did not install.

Trying to install again with out Comodo Security Suite running.
Nope, that didn’t work

Downloading Adobe CS4 CleanScript.
It failed too and prompted me to install Windows Clean Up Utility.
Downloading Windows Clean Up Utility.
It failed now. I feel another F-Disk coming on!
Restarted Windows 7.
